potential at a point

I recently wrote an exam and it had this question...
There is an insulated copper wire carrying current.It is placed next to a conductor.What is the potential of this conductor? Is it more than that or less than that at infinity?Is it more than or less than that of the wire?
Please explain the solution to this problem...
