Magnetic Field of Rotating Charged Cylinder

I read that a rotating charged cylinder would produce a magnetic field as if it were a solenoid. But I thought that the reason that a wire produced a magnetic field was because the electrons were in motion relative to the protons. If a cylinder is rotating, then the protons and electrons are moving together. How can that result in a magnetic field?
